D5.2 is the second of three working papers on economic instruments in ENHANCE. Where D5.1 reviewed instruments for risk management in general, D5.2 identified the key economic instruments for risk reduction and management that are relevant to each case study. No further summary was published with it.
The step from general to specific matters because the ten cases faced very different problems. An instrument that suits forest fire in Portugal, such as forest insurance models for a municipality, has little to say about flood risk on unembanked industrial land in Rotterdam or about cost sharing for controlled flooding of farmland in the Po basin. Each of those cases is described in the case-study atlas.
D5.2 was due in the same month as D5.3, the working paper on novel and improved insurance instruments, which was submitted on 27 February 2015 and cited in the Letters from Sendai the following month. Together the two papers formed the core of the project’s economic findings before the final book of 2016.
