D5.1 Working paper: Review of economic instruments in risk reduction

Work package 5 of ENHANCE covered economic instruments: insurance, but also the wider set of prices, payments and financial tools that can change how people and organisations deal with risk. D5.1 was its first review.
The working paper takes an inventory of economic instruments that support risk management in general, and then looks at their expected uptake in the ENHANCE case studies. The January 2015 publications roundup described it as an analysis of key economic instruments by their potential to create incentives for risk management (video and publications record).
The incentive question was the thread through the whole work package. The consortium’s 2013 response to the European Commission’s Green Paper had already argued that insurance can support physical risk reduction only if it is designed to, and that evidence on economic instruments was thin (Green Paper response). D5.1 was part of filling that gap. It was followed by D5.2 on the key instruments for each case study (D5.2 record) and D5.3 on novel insurance instruments (D5.3 record).
